Protecting Sovereignty: 1Sambayan Urges Government Action on China’s Embassy Conduct

1Sambayan calls on the Philippine government to take a more proactive and resolute stance in responding to recent “wolf warrior” rhetoric and actions associated with the Chinese Communist Party, including statements issued through the Chinese Embassy directed at Philippine government officials.

These statements, whether originating from Beijing or conveyed through diplomatic channels, appear calculated to pressure and embarrass the Philippines, while advancing narratives that run counter to established facts and our national interests. Such conduct falls short of the standards expected in respectful state-to-state relations and undermines mutual trust.

At a minimum, the government should consider declaring persona non grata any embassy spokespersons found to have engaged in inappropriate conduct. The Chinese Ambassador, who has maintained a notably low public profile, should likewise be formally summoned by the Department of Foreign Affairs to account for these actions, clarify the embassy’s position, and be reminded of the obligation to refrain from interference in domestic affairs, consistent with the Vienna Convention on Diplomatic Relations.

Second, the government should examine whether certain local media entities may be unwittingly or otherwise used as platforms for foreign propaganda and disinformation. In this context, it would be prudent to review the Foreign Agent Registration Act of 1979 and assess whether amendments are needed to address contemporary forms of influence operations carried out on behalf of foreign powers.

Third, there should be a review of the DILG circulars governing sister city and sister school arrangements with China, to ensure that these partnerships serve their intended developmental and cultural purposes and are not leveraged for coordinated influence or “united front work” activities that could compromise local governance.

Fourth, the government should adopt a comprehensive and coordinated approach to identifying and countering proxy actors engaged in disinformation efforts that may sow social discord, undermine institutions, malign public officials, or promote political agendas aligned with foreign interests.

The Chinese Communist Party has clearly treated the public opinion space as a strategic arena of competition. The Philippine government and the Filipino people must be prepared to defend this space with vigilance, unity, and an unwavering commitment to sovereignty, truth, and democratic values.
