Philippines sent a letter to United Nations Secretary-General Ban Ki-Moon with the outline of Triple Action Plan to peacefully solve maritime disputes. Letter sent to Ban Ki-Moon was also circulated to 193 member states of UN, in a bid to gain wider support from international community.
Triple Action Plan includes three phases which includes arbitration as the final stage. First phase is to fully implement Declaration on the Conduct of Parties in the South China Sea which calls to stop all activities that escalate tension, while the second phase is an early conclusion of a binding Code of Conduct.
Philippine Permanent Representative to the UN Libran Cabactulan said the TAP is “a positive, comprehensive and constructive framework, which brings together various initiatives that the Philippines and other countries have been advocating for the peaceful resolution of the disputes.”
